Cynthia W. Tamba, MPH
Executive Director
Cynthia W. Tamba, MPH, is the Executive Director of Community Action for Reintegration and Empowerment Incorporated (CARE Inc.), a nonprofit dedicated to building healthier, resilient communities across Liberia. A native and current resident of Liberia, Cynthia holds a Master of Public Health, combining her advanced public health expertise with a deep personal commitment to community development.
Under the guiding motto “KU-KILLEY KUKATORNOR” (“Together We Are One”), Cynthia leads CARE Inc.’s initiatives across mobile healthcare, orphanage support, educational scholarships, sustainable agriculture, substance awareness and education, and water sanitation. Through strategic partnerships and grassroots engagement, she drives targeted programs that deliver immediate relief and long-term empowerment to Liberia’s most vulnerable populations.
Konrad Barjuah
Co-Founder & CEO
Konrad Barjuah is an entrepreneur and owner of Sunshine Global Enterprises, a New Jersey-based solar company, and Co-Founder and Chief Executive Officer of Community Action for Reintegration and Empowerment (CARE) Inc., a Liberia-focused nonprofit dedicated to improving the lives of vulnerable communities. Through CARE, he has helped advance initiatives in healthcare, education, clean water, youth empowerment, orphanage support, and community development.
Konrad is passionate about service, humanitarian leadership, and creating sustainable opportunities that empower individuals and communities across Liberia. Under his leadership, CARE continues to expand its outreach and deliver meaningful support to underserved communities.
Kevin Bliss
Co-Founder & Treasurer of the Board
Kevin Bliss is an entrepreneur, business owner, and dedicated humanitarian serving as Co-Founder and Board Treasurer of Community Action for Reintegration and Empowerment Incorporated (CARE Inc.). Kevin is the owner of Bliss Brothers Solar, a Missouri-based solar energy company, and brings his executive and business acumen to support CARE Inc.’s financial governance and sustainable growth.
Working alongside local leaders and volunteers in Liberia, Kevin supports CARE Inc.’s six primary service pillars – mobile medical outreach, education and scholarships, clean water access, sustainable agriculture, community development, and substance awareness and education. Driven by a commitment to lasting impact, he focuses on building sustainable opportunities that empower individuals, families, and communities across West Africa.
Massa Barjuah
Co-Founder & Secretary of the Board
Massa Barjuah is a Co-Founder and Secretary of the Board for Community Action for Reintegration and Empowerment Incorporated (CARE Inc.), an IRS-registered 501(c)(3) nonprofit dedicated to empowering communities across Liberia. A native Liberian, Massa holds a Bachelor of Science in Occupational Therapy from Stockton University in Galloway, New Jersey.
Combining her clinical health background with a deep dedication to her home country, Massa helps guide CARE Inc.’s mission under the motto “KU-KILLEY KUKATORNOR” (“Together We Are One”). In her dual role as co-founder and board secretary, she supports organizational governance and program deployment across mobile healthcare, orphanage relief, education, sustainable farming, and sanitation initiatives.
Dr. Adolphus S. Togbah, MD
Medical & Outreach Director, Board Member
Dr. Adolphus S. Togbah is a distinguished Liberian physician and Board Member of Community Action for Reintegration and Empowerment Incorporated (CARE Inc.), where he serves as the Medical and Outreach Director. A native and current resident of Liberia, Dr. Togbah earned his Doctor of Medicine (MD) from the A.M. Dogliotti College of Medicine at the University of Liberia.
Throughout his clinical career, Dr. Togbah has delivered medical care across prominent health institutions in Liberia, including Jackson F. Doe Memorial Regional Referral Hospital, ELWA Hospital, and Phebe Hospital. He currently serves as a practicing surgeon at the John F. Kennedy (JFK) Memorial Medical Center in Monrovia.
At CARE Inc., Dr. Togbah leverages his extensive surgical and public health experience to direct the organization’s frontline medical initiatives. He oversees CARE Inc.’s mobile medical clinic program – bringing life-saving treatments, doctor consultations, and essential medications for conditions like malaria, typhoid, diabetes, and hypertension to underserved communities with minimal access to healthcare.
Paul Hezseltine
Director of Planning & Research
Paul brings a steady, thoughtful energy to the CARE Liberia team. After years of living and serving in Liberia, including during the Ebola pandemic, he carries a deep love for the people and a clear understanding of the challenges communities face. That experience shapes the way he approaches planning and research, always listening first, always looking for what will make the biggest difference on the ground.
He works closely with staff, partners, and community leaders to turn real needs into practical, well-designed programs. Whether he’s coordinating assessments, supporting humanitarian teams, or helping map out long-term strategy, Paul focuses on clarity, collaboration, and making sure every effort is rooted in reliable data and genuine community insight.
He’s known for being calm, organized, and endlessly curious – someone who enjoys solving problems, strengthening systems, and helping the team do its best work. Most of all, Paul is committed to building programs that create lasting, meaningful impact for families across Liberia.
